8.1. School Board Elections - Three seats on the Badger School Board are up for election. Attachments: (4)

Description: The General Election is on November 8, 2022

The Badger School District will follow General Election Timelines.

The election will be held during the General Election on Tuesday, November 8, 2022. At that General Election, three (3) individuals will be elected to fill vacancies with each term expiring December 31, 2026.
Affidavits of Candidacy are available from the school district clerk, Independent School District No. 676, 110 Carpenter Avenue East, Badger, Minnesota. The filing fee for this office is $2. A candidate for this office must be an eligible voter, must be 21 years of age or more on assuming office, must have been a resident of the school district from which the candidate seeks election for thirty (30) days before the general election, and must have no other affidavit on file for any other office at the same primary or general election.

The affidavits of candidacy must be filed in the office of the school district clerk and the filing fee paid prior to 5:00 o'clock p.m. on August 16, 2022.

8.2. Calling for Special Meeting: A motion was made by Member Rhen to approve scheduling a Special School Board for

the purpose of adopting a resolution calling for a General Election once ballot candidates are known for the Badger

School Board Election Monday, August 22, 2022 at 5:30 P.M. The motion seconded by Member Dostal. 6-Yes and 0-No vote; U.C.

8.3. Accept Cash Report: A motion was made by Member Swenson to Accept Cash Report through July 31, 2022 subject

to audit. The motion seconded by Member Dostal. 6-Yes and 0-No vote; U.C. Attachment: (1)

8.4. No Donations received in July to either accept or approve
8.5. Independent Auditor Team from Brady Martz & Associates, Thief River Fall, MN Office, is scheduled to be here on

site August 22-26, 2022
8.6. Still Accepting Snow Removal Bid Requests Attachment: (1)
8.7. Accept Official School District Mileage Rate change to be same as Internal Revenue Service (IRS) and modify as IRS

modifies with coinciding dates: A motion was made by Member Swenson, seconded by Member Dostal to accept and approve the current IRS rate of $0.625 or 62 1/2 cents per mile as of July 1, 2022 and to modify as IRS modifies with coinciding dates. 6-Yes and 0-No vote; U.C.
Description: The new rate is up 4 cents per mile compared to the mileage rate for the first six months of the

calendar year of $0.585 or 58 1/2 cent per mile set back on January 1, 2022. Attachment: (1)

9. Proposed Resolutions
9.1. Award Milk Bid: A motion was made by Member Olson, seconded by Member Davy to award Prairie Farms the Milk

Bid for 2022-2023 academic year. 6-Yes and 0-No vote; U.C.

Description: Only One (1) bid submissions to review: Prairie Farms Attachments: (4)
9.2. Set School Meal Prices for SY2022-2023: A motion was made by Member Swenson to approve a ten cents ($0.10)

increase for student prices, seconds and milk as well as $2.25 for Adult Breakfast and $4.95 for Adult Lunch as listed below. The motion seconded by Member Dostal. Attachment: (1)

BE IT RESOLVED the motion carries by a 5-Yes and 1-No (Member Rhen-No) vote.

Description: Ten cents ($0.10) increase for student prices; minimum adult meal price guidelines are set

by the Food and Nutrition Program at the Minnesota Department of Education.

9.3. Approve Joint Sports Billing (1 of 2): A motion was made by Member Rhen to approve the Joint Sports Billing from

Badger to Greenbush-Middle River (GMR) as presented/amended. Seconded by Member Olson. 6-Yes and 0-No vote; U.C. Description: Joint Sports Billing to be received from Greenbush-Middle River to Badger is still pending. Attachments: (2)
9.4. Adopt Healthy and Safety Measures for 2022-2023 School Year Resolution including Safe In-Person Learning Plan

current school district accepting her resignation and releasing her contract. Salary schedule placement would be Step 13, Lane BA. The motion seconded by Member Olson. 6-Yes and 0-No vote; U.C. Attachment: (1)

Description: Ashley Duray will teach 6th grade; Sarah Johnson will teach 4th grade.
9.6. Unpaid Leave Request: A motion was made by Member Davy to accept and approve an unpaid Family Medical Leave

Act (FMLA) qualifying request from Lacey (Richards) Foss, Bus Driver, approximately September 6, 2022 to November 30, 2022 for twelve weeks; subject to change. The motion seconded by Member Rhen. 6-Yes and 0-No vote; U.C. Attachment: (1)

9.10. LTS Bus Driver: A motion was made by Member Rhen to approve the hire of Carla Sunsdahl as Long

Term Substitute Bus Driver from approximately September 6, 2022 to November 30, 2022 contingent upon successful negative pre-employment drug-test screening requirement. The motion seconded by Member

Davy. 6-Yes and 0-No vote; U.C. Attachment: (1)

Description: Carla Sunsdahl is currently a fully-licensed Minnesota School Bus Driver with previous driving experience.
9.11. Approve Revision of Polices: A motion was made by Member Swenson to approve revision of the following listed

policies with first-and-final reading as presented.

List of policies for which non-substantive changes are recommended. Some of the updates restore consistency in policy references and ensure that each reference reflects current Federal and Minnesota statutory titles. Similarly, old citations and text are deleted. The text updates in these policies do not change the meaning of the policy.

A school board may adopt the revisions in a single meeting pursuant Policy 208: If a policy is modified with minor changes that do not affect the substance of the policy or because of a legal change over which the school board has no control, the modified policy may be approved at one meeting at the discretion of the school board.

The following policies should be updated in a single meeting to reflect Non-substantive Updates: 104, 404, 420, 506, 508, 509, 517, 522, 525, 527, 528, 529, 532, 533, 601, 602, 613, 617, 618, 619, 620 and 624.

MSBA discontinued its Service Manual (individual Law Bulletins continue to be available). The updates below address this change and update other references. These can be adopted in a single meeting: 701, 702, 703, 704, 705, 706, 707, 710, 711, 712, 713, 714, 720, 801, 802, 805 and 806. The motion seconded by Member Olson. 6-Yes and 0-No vote; U.C. 9.14. Set Hourly Rate of Pay for Trained School Office Substitute (either short call or long term): A motion was made by

Member Davy to approve an hourly rate of pay of $17.25 per hour for the SY2022-2023. Motion seconded by Member Dostal. 6-Yes and 0-No vote; U.C.

Description: $17.25 is the same as the substitute hourly rate of pay that was approved at the Special School Board

Meeting held on Tuesday, March 8, 2022 (Agenda Item 5.8) which approved a hourly rate for long-term substitute office manager/substitute assistant bookkeeper for the remainder of SY2021-2022 which expired June 30, 2022.

‘Trained’ clarified as authorized data entry, authorized handling of money and confidential filing.

$14.15 per hour is the base short call front desk substitute hourly rate of pay for SY2022-2023 per Non-Certified Staff Agreement.
