4.1. A motion was made by Member Swenson to approve the agenda for the Monday, March 13, 2023 Regular School Board Meeting as presented. The motion seconded by Member VonEnde. Discussion (none);

5.1. A motion was made by Member Davy to approve the minutes of the Regular School Board Meeting held on Monday,

February 13, 2023 as presented. The motion seconded by Member Olson. Discussion (none);

6. Consent Agenda
6.1. Pay Bills: A motion was made by Member Swenson to approve the payment of bills check #62672 through check

#62731 for a total of $85,495.86 as listed as well as approve Purchasing Card electronic payments dated March 3, 2023 and Electronic Fund Transfers as submitted. The motion seconded by Member VonEnde. Discussion (none); 6-Yes and 0-No vote; U.C. Attachments: (5)

Description: There are some calendar dates approaching to be aware of exploring voter-approved boiler replacement (IAQ or HVAC projects) and other betterments to the school in the future.

Exploring summer of 2024 project: May 26, 2023 would be the 74 day prior-to-election advance notice requirement to adopt a resolution calling for special election vote to be held on Tuesday, August 8, 2023.

Exploring summer of 2024 project: August 25, 2023 would be the 74-days prior-to-election advance notice requirement to adopt a resolution calling for election vote to be held on Tuesday, November 7, 2023.

Summer of 2025 project: December 1, 2023 would be the 74 day prior-to-election advance notice requirement to adopt a resolution calling for election vote to be held on Tuesday, February 13, 2024.
7.3. Opioid overdoses are an increasing concern across the nation. In response, MSBA collaborated with the Minnesota

Department of Health (MDH) to create a model policy to assist schools that may have or are considering overdose medication availability. Attachments: (2)

New Model Policy 516.5 (Overdose Medication) offers guidance and support for Minnesota schools that choose to obtain, administer, and store Naloxone (Narcan), a medication “designed to help reverse the effects of an opioid overdose in minutes.”

No Board action is requested tonight – informational tonight; however, in light of a recommended

three meeting approval process for this type of policy, the Board may wish to begin the review process as early as April.
7.4. National School Social Worker Week March 6-10

Badger School acknowledges and recognizes our own John Lee during National School Social Work Week to show our appreciation for his valuable work helping our students strive toward academic and life success.

7.5. Congratulations to Badger’s Gretchen Lee advancing to semifinalist, top thirty-three teachers, level for the 2023 Minnesota Teacher of the Year. Mrs. Lee awarded invitation to the 59th Annual Minnesota Teacher of the

Year Recognition Banquet Sun., May 7 at the St. Paul RiverCentre.

In late March announcement pending about which teachers statewide are still in contention for the final top ten selection round. Best wishes to Gretchen Lee and listen for more updates!
7.6. Congratulations Ryan Bergeron, recipient of Outstanding Media Service Award, being recognized for his reporting of

school activities. The MHSL will be presenting this award to Mr. Bergeron during halftime of the Class AAA boys basketball championship game to be held on Sat. March 25 at Target Center in Minneapolis.
7.7. Superintendent
7.7.a. Additional MSBA Negotiations Seminar Training Opportunity is now available on Thursday, March 23,

2023 to be held in Erskine, MN. Registration deadline for Erskine, MN is March 20.

Thank you for Treasurer Davy attending one of the two-part virtual Negotiations’ Seminar sessions held on March 1 and March 8.

9. Proposed Resolutions
9.1. Approve 2023-2024 Academic Calendar: A motion was made by Member Swenson to approve the academic calendar

for the 2023-2024 school year as presented (Draft #1). Motion seconded by Member VonEnde. Discussion (none); 6-Yes and 0-No vote; U.C. Attachments: (2)

Description: Current MN Statute does not permit school (classes) to start before Labor Day Mon., Sept. 4.

172 student days and 180 teacher days scheduled.
9.2. Annual Independent Audit Services: A motion was made by Member Dostal to approve Brady Martz & Associates,

P.C. to provide audit services for fiscal years 2023, 2024 and 2025. The motion seconded by Member Davy. Discussion (none); 6-Yes and 0-No vote; U.C. Attachments: (3)
9.3. Request for Proposal regarding Property, Liability (and Cyber Liability) Insurance Agent/Broker Consultation

Services: An amended motion was made by Member Dostal to approve authorization for Superintendent and Business Manager to seek quotes (or RFP) to present to the School Board at next School Board Meeting for selection of an agent/broker to do professional consult services on behalf of Badger School District regarding preparation for review and renewal of Property & Liability [including Cyber Liability] insurance. The motion seconded by Member Olson. Discussion (bold italic); 6-Yes and 0-No vote; U.C. Attachment: (1)

Description: Risk management (i.e., property, liability and cyber liability) insurance is not subject to Minnesota bid laws.

However, it has been many years since Badger School District has requested either quotes or RFP’s from different risk management (i.e., property, liability and cyber liability) insurance providers.

Our Business Office/District Office is not able to set aside the time necessary to do the thorough quote or RFP prep, market delivery, analysis and possibly negotiation with the due diligence necessary to make an informed decision.
9.4. Para Recommendation: A motion was made by Member Swenson to approve the hire of Diann Hauger as a

Long-Term Substitute regular part-time (Jr. High & Sr. High) Special Education Paraprofessional position for 7.25 hours per school day for the remainder of this 2022-2023 school year at Step 18 which is $18.65 per hour with a retroactive starting date of Thursday, February 16, 2023. The motion seconded by Member Dostal. Discussion (none); 6-Yes and 0-No vote; U.C. Attachments: (2)
9.5. A motion was made by Member Swenson to approve the Dissolution of Cooperative Sponsorship for Boys Wrestling

and Girls Wrestling between Badger High School and Greenbush-Middle River High School for the 2023-2024 school year. The motion seconded by Member Olson. Discussion (none); Attachment: (1)

BE IT RESOLVED the motion for dissolution carried unanimously (= U.C.) by a 6-Yes to 0-No roll call vote.
9.6. A motion was made by Member VonEnde to approve the Resolution and Application for Cooperative Sponsorship

for Boys Wrestling and Girls Wrestling between Badger High School, Greenbush-Middle River High School and Tri-County High School (Karlstad) for the 2023-2024 school year. The motion seconded by Member Davy. Discussion (none); Attachment: (1)

BE IT RESOLVED the motion carried unanimously (= U.C.) by a 6-Yes to 0-No roll call vote.
