Family & Consumer Sciences (FCS) Teacher and Family, Career and Community Leaders of America (FCCLA) Student Chapter thanked the School District/School Board for it’s financial support to attend

National events:

Badger Teacher Gretchen Lee attended the American Association of Family & Consumer Sciences (AAFCS) Annual Conference in Orlando, Florida June 25-27 to be recognized as one of three National Teacher of the Year awards. She earned the right after be recognized as a result of being the 2022 Minnesota Association of Family & Consumer Sciences (MNAFCS) Teacher of the Year.

Badger senior Hailey Von Ende advanced to the FCCLA National Leadership Conference in San Diego,

California July 1. Von Ende finished third in the nation in her Level Three Leadership ‘Students Taking Action with Recognition’ (STAR) event.

Also to note: the Badger FCCLA Chapter will have two area officers next year, Emily Burkel and

Bethanie Von Ende.

4.1. A motion was made by Member Swenson to approve the agenda for the Monday, July 11, 2022 Regular School

Board Meeting as presented. The motion seconded by Member Davy. 6-Yes and 0-No vote;

U.C. = motion carries unanimously.

5.1. A motion was made by Member Dostal to approve the minutes of the Regular School Board Meeting held on

Monday, June 13, 2022 as presented. The motion seconded by Member Olson. 6-Yes and 0-No vote; U.C.

Pay Bills: A motion was made by Member Davy to approve the payment of bills check #62109 through check #62150 for a total of $38,753.29 as listed and approve Purchasing Card electronic payments dated July 4, 2022 and Electronic Fund Transfers as submitted. The motion seconded by Member Olson. 6-Yes and 0-No vote; U.C.

Description: The General Election is on November 8, 2022. What’s on the Election Day ballot in 2022?
All voters will have these races on their general election ballot:

• U.S. Representative • Governor & Lieutenant Governor • Secretary of State • State Auditor • Attorney General • State Senator • State Representative • Judicial Seats

Voters may have one or more of these races on their ballot:

• County Officials • City Officers • School Board Members • Township Officers

Special Elections

Special elections are used to fill vacant offices or decide ballot questions; they can be scheduled at various times during the year, and may be held in conjunction with a regularly scheduled election.

[There is NO special election for the Badger School District in the November 2022 election.]

Candidates file for School Board Election in the Badger School District Office. The filing fee is $2.00.

The Badger School District boundaries are within Roseau County.

Roseau County will administer the election for the Badger School District; however, affidavits of candidacy will be filed with the Badger School District Office.

The Badger School District will follow General Election Timelines.

The General Election is held the first Tuesday after the first Monday in November (November 8, 2022).

Three seats on the Badger School Board are up for election.

Notice(s) of the election must take place in school district newspaper publications prior to July 19, 2022. The timeline for the November 2022 General Election is attached.

NOTICE OF FILING DATES FOR ELECTION TO THE SCHOOL BOARD

INDEPENDENT SCHOOL DISTRICT NO. 676

(BADGER, MINNESOTA)

STATE OF MINNESOTA

NOTICE IS HEREBY GIVEN that the period for filing affidavits of candidacy to fill three (3) vacancies for the

office of school board member of Independent School District No. 676 shall begin on August 2, 2022, and shall close at 5:00 o’clock p.m. on August 16, 2022.

The election will be held during the General Election on Tuesday, November 8, 2022. At that General Election,

three (3) individuals will be elected to fill vacancies with each term expiring December 31, 2026.

Affidavits of Candidacy are available from the school district clerk, Independent School District No. 676, 110

Carpenter Avenue East, Badger, Minnesota. The filing fee for this office is $2. A candidate for this office must be an eligible voter, must be 21 years of age or more on assuming office, must have been a resident of the school district from which the candidate seeks election for thirty (30) days before the general election, and must have no other affidavit on file for any other office at the same primary or general election.

The affidavits of candidacy must be filed in the office of the school district clerk and the filing fee paid prior to 5:00 o’clock p.m. on August 16, 2022.

8.2. Accept Cash Report: A motion was made by Member Rhen to Accept Cash Report through June 30, 2022 subject to audit. The motion seconded by Member Davy. 6-Yes and 0-No vote; U.C. Attachment: (1)
8.3. No Donations received in June to either accept or approve
8.4. Accept Fiscal Quarter 4 Report: A motion was made by Member Dostal to accept the Badger School District FY 22 Fourth Quarter Budget Report subject to audit. The motion seconded by Member Rhen.

6-Yes and 0-No vote; U.C. 8.5. Independent Auditor Team from Brady Martz & Associates, Thief River Fall, MN Office, is scheduled to be here on site August 22-26, 2022

8.6. Outsource accounting continues with School Management Services (SMS): The attached invoice will be for the first fiscal quarter (July 1 - Sept. 30), which is $21,750. Description: Reminder terms and conditions with SMS were previously approved at Special School Board Meeting back on Tuesday, March 8, 2022, Agenda Item #5.9

SMS stands ready to reduce-and-refund line-item services once we are operational with inhouse accounting/bookkeeping tasks ourselves (such as payables/receivables and payroll) as early as September 1 which is sooner than the required written 60-day termination notice contingent upon mutual agreement. Why? SMS has a waiting list of clients. 9. Proposed Resolutions
9.1. Advertise for Bread and Milk Bids: A motion was made by Member Swenson to authorize advertising for Bread and

Milk Bids. The motion seconded by Member Davy. 6-Yes and 0-No vote; U.C.

Description: Why not Bread? Area schools now jointly procure bread pricing/bidding with the cooperative

purchasing program through the Northwest Service Cooperative.
9.2. Advertise for Snow Removal Contract Bids: A motion was made by Member Rhen to authorize advertising for Snow Removal Contract Bids. The motion seconded by Member Dostal. 6-Yes and 0-No vote; U.C.

9.3. LTFM Plan: A motion was made by Member Davy to approve the Fiscal Year (FY) 2024 Application for Long-Term Facilities Maintenance Plan. The motion seconded by Member Rhen. 6-Yes and 0-No vote; U.C.
9.4. Accept Elementary Teacher Resignation: A motion was made by Member Dostal to accept the resignation of Ms. Kelly Grahn, Grade 4 Elementary Teacher. The motion seconded by Member Rhen. 6-Yes and 0-No vote; U.C.

Description: A sincere thank you for 35 years of service and best wishes with future endeavors. Attachment: (1)
9.5. Approve Advertising for Elementary Teacher: A motion was made by Member Swenson to approve advertising for an Elementary Teacher for SY2022-2023. The motion seconded by Member Olson. 6-Yes and 0-No vote; U.C.

9.6. Renew MSBA Membership: A motion was made by Member Swenson to approve Badger School District membership renewal with the Minnesota School Boards Association (MSBA) for 2022-2023. The motion seconded by Member Davy. 6-Yes and 0-No vote; U.C.
9.7. Foster Care Transportation Agreement: A motion was made by Member Rhen to approve the Purchase of Service Agreement For The Transportation of Children and Youth In Foster Care Placement with Roseau County. The motion seconded by Member Dostal. 6-Yes and 0-No vote; U.C. Description: Annual requirement renewal to maintain eligibility for federal Title Funds as well as compliance with the Elementary and Secondary Act (ESEA), as amended within the Every Student Succeeds Act (ESSA).
