4. Aproval of Agenda
4.1. A motion was made by Member Dostal to approve the agenda for the Monday, December 12, 2022 Regular School
Board Meeting as presented. The motion seconded by Member Swenson. 6-Yes and 0-No vote; U.C. = motion carried unanimously.
5. Minutes
5.1.A motion was made by Member Davy to approve the minutes of the Regular School Board Meeting held on Monday, November 21, 2022 as presented. The motion seconded by Member Dostal. 6-Yes and 0-No vote; U.C.

6. Consent Agenda
6.1. Pay Bills: A motion was made by Member Swenson to approve the payment of bills check #62439 through check #62548 for a total of $117,133.99 as listed and approve Purchasing Card electronic payments dated Dec. 2, 2022 and Electronic Fund Transfers as submitted. The motion seconded by Member Olson. 6-Yes and 0-No vote;

7.2. Region 1 Joint Powers Board ballot to vote for three vacancies
7.3. Badger’s own Carol Rhen will be a President’s Award recipient to be recognized at the Minnesota School Boards
Association (MSBA) awards program to be held on Thursday, January 12, 2023.

Description: Recognition is based on completing 300 or more hours of attendance at MSBA-sponsored meetings and activities. Carol Rhen has also served as a Delegate of Assembly Representative for northwestern Minnesota since 2014 at the state level. Carol Ren has served on the Badger Board of Education for twelve years, from 2011 to 2022.
7.4. Badger’s own Jodie Davy will be a Director’s Award recipient to be recognized at the Minnesota School Boards Association (MSBA) awards program to be held on Thursday, January 12, 2023. Attachment: (1)
Description: Recognition is based on completing 100 or more hours of attendance at MSBA-sponsored
meetings and activities within a four-year period of time.
7.5. (MSBA) Minnesota School Boards Association In-Person Leadership Conference January 12-13, 2023

Description: Six intend to represent Badger ISD 676: 4 out of 6 Badger members plan on attending at this time, the Superintendent plans on attending at the time, as well as award recipient honoree Carol Rhen plans to attend as well.
Thank you to newly elected Member Jared VonEnde for completing Phase I: Learning to
Lead – School Board Basics Training held on Dec. 7.
Newly elected Member Jared VonEnde is also registered for Phase II: Leadership Foundations
School Finance and Management Training, to be held on Dec. 14 and 21.

7.7. School Board Organizational Meeting scheduled for January 9, 2023
Description: Minnesota Statute requires the School Board to elect its officers for the new calendar year
at its first regular meeting in January. The first regular meeting in January is sometimes referred to as an Organizational Meeting.
M.S. 123B.14 states, “On the first Monday of January of each year, or as soon thereafter as practicable, (i.e., next Board meeting in January 2023) the board must meet and organize ...”
Board members will nominate and elect officers, including: Chair, Vice Chair, Clerk and Treasurer.
Board Approval during the January organizational meeting will also include:
Designation of official depository for school funds;
Designation of legal counsel [ Law Firm(s) ];
Designation of dates and times for the regular monthly meetings;
Designation of official newspaper;
Committee and/or representative appointment(s)
7.8. Device Check Up Appointment: Each School Board Member please make arrangements with Valerie Truscinski,
Technology Coordinator, to do a tech-check on the school laptop issued to you as well as any necessary email system updates

Seniors Raegen Maahs and Gabe Warne are the selections for Badger High School’s AAA Award Winner (Academics, Arts and Athletics)
Juniors Ada Lee and Ashton Pickhartz are the selections for ExCEL Award (Excellence in Community, Education and Leadership)

7.11.d. Future Status of Sports Co-op for Cross Country with Roseau School District:
Description: No Badger CC participants since Fall 2020; recommend short-term to dissolve Co-op. The possibility remains open to re-establish the CC Co-op in the future after Fall 2023. A formal resolution for official dissolution may be acted upon as soon as the next Board Meeting.

8.1. Accept Cash Report: A motion was made by Member Olson to Accept Cash Report through November 30, 2022 subject to audit. The motion seconded by Member Rhen. 6-Yes and 0-No vote; U.C. Attachment: (1)
8.2. Accept Donations received in November (THANK YOU): A motion was made by Member Swenson to accept the donations listed below. The motion seconded by Member Davy. 6-Yes and 0-No vote; U.C.

$239.03 to Music Club through Benevity-Polaris and Mark Rhen

9. Proposed Resolutions
9.1. Approve Resolution to Designate Polling Place if any school election(s) necessary in 2023: A motion was made by
Member Rhen, seconded by Member Dostal to approve the:
RESOLUTION ESTABLISHING COMBINED POLLING PLACES FOR MULTIPLE PRECINCTS AND DESIGNATING HOURS DURING WHICH THE POLLING PLACES WILL REMAIN OPEN FOR VOTING FOR SCHOOL DISTRICT ELECTIONS NOT HELD ON THE DAY OF A STATEWIDE ELECTION
BE IT RESOLVED by the School Board of Independent School District No.676, State of Minnesota, as follows:
Combined Polling Place: Badger Community Center

This combined polling place serves all territories in Independent School District No. 676 located in the following Precincts:
Badger ·
Barnett Township ·
Dieter Township ·
Huss Township
Moose Township
Nereson Township ·

Skagen Township ·
Stafford Township ·
Stokes Township
located in Roseau County, Minnesota.
*3. Pursuant to Minnesota Statutes, Section 205A.09, the polling places will remain open for voting for school district elections not held on the same day as a statewide election between the hours of 7:00 o’clock a.m. and 8:00 o’clock p.m.
Note: See Section 3.6 of the Election Manual regarding certain restrictions on voting hours.
4. The clerk is directed to file a certified copy of this resolution with the county auditors of each of the counties in which the school district is located, in whole or in part, within thirty (30) days after its adoption.
(If a combined polling place is changed, the change must be adopted at least ninety (90) days prior to the first election where it will be used unless that polling place has become unavailable for use.)
Note: This resolution must be adopted by December 31 of each year, and the combined polling places specified shall be the combined polling places for the following calendar year.

9.2. Remove previous Business Manager Accountant’s name as an Authorized Signer at Badger Bank, Minnesota
Department of Education as well as other various financial agencies as needed:
A motion was made by Member Davy to approve removing previous Business Manager Accountant (Shena Brandt) logins and authorized signatures related to Badger School District accounts held at Badger Bank, Minnesota Department of Education as well as other various financial agencies. The motion seconded by Member Olson. 6-Yes and 0-No vote; U.C.
Description: There are a small number of financial agencies that may request school board approval to discontinue previous Business Manager Accountant logins/authorizations. The majority of logins and authorizations have already transferred smoothly to the new/current Business Manager (Leah Hasson).
9.3. WBWF: A motion was made by Member Swenson to adopt the 2021-2022 World’s Best Workforce Report for submission to MDE. Seconded by Member Olson. 6-Yes and 0-No vote; U.C. Attachment: (1)
9.4. Approve Revised Budget: A motion was made by Member Rhen to approve the Revised 2022-2023 Badger School
Budget as presented. Seconded by Member Davy. 6-Yes and 0-No vote; U.C.

9.5. 2022 Payable 2023 School Tax Levy: A motion was made by Member Rhen to approve the certification of the final amount to be levied in 2022 to be collected in 2023 is set at $413,999.15 which is the maximum levy limitation amount. Seconded by Member Swenson. 6-Yes and 0-No vote; U.C.

Description: The amount of $413,999.15 represents the overall school tax levy increasing by $45,554.17 or +12.36% change compared to the previous year.
10. Adjourn: Recommended motion: Member Rhen moved to adjourn at 8:25 P.M. The motion seconded by
Member Davy. 6-Yes; 0-No vote; U.C. = motion carried unanimously.
