SUMMARY PROCEEDINGS OF THE MARCH 11, 2025 ROSEAU COUNTY BOARD OF COMMISSIONERS MEETING
The Board of Commissioners of Roseau County, Minnesota met in the Courthouse in the City of Roseau on Tuesday, March 11, 2025.
CALL TO ORDER
Board Chair Kermit Jensen called the meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Commissioners present were Kermit
Jensen, Levi Novacek, Jack Swanson, and Daryl Wicklund. Glenda Phillipe was absent. Others present were Martha Monsrud, Jeff Pelowski, Joleen Kezar,
Rich Gross, Steve Gust, Ericka Halstensgard, Kristy Kjos, Jan Klatt, Jim Retka, and Darla Waldner; while those attending via ZOOM were Logan Bender,
Sue Grafstrom, Karla Langaas, Pam Shaw, Mike Trinka, and Sandi Weiland.
APPROVAL OF AGENDA
The Board approved the Agenda.
COMMENTS AND ANNOUNCEMENTS
Joleen Kezar shared a Thank-you note from the Greenbush Food Shelf for the 2025 County appropriation. Commissioner Swanson commented
that the number of people utilizing the Roseau Food Shelf has increased. Attorney Kjos commented that the Greenbush Fire Department will hold their
annual “Smoke Out” fundraiser this coming weekend.
APPROVE BILLS
The Board approved the payment of bills totaling $270,067.97
DELEGATIONS/BOARD APPOINTMENTS/PUBLIC COMMENTS
Darla Waldner, NW Regional Development Commission (NWRDC) – NWRDC Annual Report
NWRDC representatives, Darla Waldner and Jim Retka, presented the NWRDC 2024 Annual Report to the Board. A highlight of some of the services
they provide are the Aging Program, Loan Program, Community Development, including the Roseau Storm Sewer Reconstruction Project, Solid Waste Planning,
and Transportation funding. Following discussion, there was no Board action taken.
CONSENT AGENDA
The Board, by adoption of its Consent Agenda, approved the February 25, 2025, Regular Board meeting proceedings.
DEPARTMENT REPORTS
SHERIFF
Professional Services Agreement – LEAST Services/Counseling LLC
Sheriff Gust requested Board approval to renew a Professional Services Agreement with LEAST Services/Counseling LLC to provide psychologicalrelated
services to the Roseau County Sheriff’s Department. The County cost for this service is $180.00 per month for the Contract retainer fee, plus a per hour
rate for counseling and other mental health services. Following discussion, the Board approved the Agreement as presented.
Advertise to Hire – Regular Full-Time Deputy Sheriff
Sheriff Gust requested Board approval to advertise to hire a regular full-time Deputy Sheriff due to a retirement in the Department. Following
discussion, the Board approved the request.
Advertise to Hire – Regular Part-Time Deputy Sheriff(s)
Sheriff Gust requested Board approval to advertise to hire two regular part-time Deputy Sheriff(s). Following discussion, the Board approved
advertising to hire as requested.
ATTORNEY
Bureau of Criminal Apprehension Joint Powers Agreement (JPA) – Court Data Services Subscriber Agreement Amendment
Attorney Kjos requested Board approval of a Resolution regarding the renewal of a JPA with the State of Minnesota, Department of Public Safety,
Bureau of Criminal Apprehension, and a Court Data Services Subscriber Agreement Amendment. Following discussion, the Board approved the following
Resolution:

RESOLUTION APPROVING STATE OF MINNESOTA JOINT POWERS AGREEMENTS WITH THE COUNTY OF ROSEAU ON BEHALF OF ITS
COUNTY ATTORNEY AND SHERIFF
WHEREAS, Roseau County (County), on behalf of its County Attorney and County Sheriff, desires to enter into Joint Powers Agreements
(JPAs) with the State of Minnesota, Department of Public Safety, Bureau of Criminal Apprehension (State) to use systems and tools available over the
State’s criminal justice data communications network for which the County is eligible. The JPAs further provide the County with the ability to add, modify
and delete connectivity, systems and tools over the five year life of the agreement and obligates the County to pay the costs for the network connection.
NOW, THEREFORE, BE IT RESOLVED by the County Board of Roseau, Minnesota as follows:
1. That the JPAs by and between the State, acting through its Department of Public Safety, Bureau of Criminal Apprehension, and the County,
on behalf of its County Attorney and County Sheriff, are hereby approved.
2. That County Sheriff Steve Gust or his successor, is designated the Authorized Representative for the Sheriff. The Authorized Representative
is also authorized to sign any subsequent amendment or agreement that may be required by the State of Minnesota to maintain the County’s connection to
the systems and tools offered by the State.
3. That County Attorney Kristy Kjos or her successor, is designated the Authorized Representative for the County Attorney. The Authorized
Representative is also authorized to sign any subsequent amendment or agreement that may be required by the State to maintain the County’s connection
to the systems and tools offered by the State.
4. That Kermit Jenson, the County Board Chair, and Jeff Pelowski, the County Coordinator, are authorized to sign the State JPAs.
COUNTY BOARD ITEMS
Northwest Regional Library Board Appointment
Coordinator Pelowski requested Board consideration of two applicants to fill one Northwest Regional Library Board position, and then appoint one of
those applicants to that Committee. Following discussion, the Board appointed Janet Klatt to a three-year term, to begin March 11, 2025, on the Northwest
Regional Library Board.
Roseau County Housing Aid Program
Coordinator Pelowski requested Board direction concerning the process to be followed regarding allocation of the Housing Aid received from the State
of MN. The Request for Proposals (RFP) issued by the County established a March 7, 2025, application deadline. The County received three proposals prior to
that deadline. Following discussion, Board consensus was to form a Committee, appointed by the Board, to review the applications and bring recommendations
back to the Board. The Board appointed Commissioners Novacek and Wicklund to the Housing Aid Program Committee.
