SUMMARY PROCEEDINGS OF THE FEBRUARY 11, 2025 ROSEAU COUNTY BOARD OF COMMISSIONERS MEETING
The Board of Commissioners of Roseau County, Minnesota met in the Courthouse in the City of Roseau on Tuesday, February 11, 2025.
CALL TO ORDER
Board Chair Kermit Jensen called the meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Commissioners present were Kermit Jensen, Levi Novacek, Glenda Phillipe, Jack Swanson, and Daryl Wicklund. Others present were Jeff Pelowski, Joleen Kezar, Ericka Halstensgard, Daniel Jean, Logan Bender, Amy Carlson, Tobi Eidsmoe, and Matt Restad; while those attending via ZOOM were Kerri Byfuglien, Sue Grafstrom, Martin Howes, Karla Langaas, Brenda McMillin, Pam Shaw, and Joe Tesarek.
APPROVAL OF AGENDA
Chief Deputy Sheriff Eidsmoe requested the addition of an Administrative Support Specialist hire to Department Reports. The Board approved the amended Agenda.
COMMENTS AND ANNOUNCEMENTS
Commissioner Phillipe shared a Thank You note from the Warroad Rescue Squad for the 2025 appropriation they received from Roseau County.
APPROVE BILLS
The Board approved the payment of bills totaling $133,235.65.
DELEGATIONS/BOARD APPOINTMENTS/PUBLIC COMMENTS - NONE
CONSENT AGENDA
The Board, by adoption of its Consent Agenda, approved the January 28, 2025, Regular Board meeting proceedings; approved the Roseau County Trailblazers 2nd Benchmark payment in the amount of $29,083.05; and, approved the amended January 14, 2025, Regular Board meeting proceedings.
DEPARTMENT REPORTS
SHERIFF
Dispatch/Correctional Officer Hire(s)
Chief Deputy Eidsmoe requested Board approval of the following hiring recommendations: hire Evan Fish as a regular part-time Dispatch/Correctional Officer at a Pay Grade 6, Step A ($25.46/hour), effective February 14, 2025; hire Rilynn Anderson as a regular part-time Dispatch/Correctional Officer at a Pay Grade 6, Step A ($25.46/hour), effective February 18, 2025; and, hire Linsey Thompson as a regular part-time Dispatch/Correctional Officer at a Pay Grade 6, Step C ($27.45/hour), with an effective date to be determined. Following discussion, the Board approved the hires as requested.
Summit Food Service Agreement
Chief Deputy Eidsmoe requested Board approval of a 2025 Amendment to the Summit Food Service Management Agreement. The amendment extends the original Agreement for one year, along with a pricing adjustment. Following discussion, the Board approved the amendment to the Agreement as requested.
Administrative Support Specialist Hire
Chief Deputy Eidsmoe requested Board approval to hire Becky Thompson to fill the open regular full-time Administrative Support Specialist position at a Pay Grade 6, Step B ($26.95/hour), effective February 28, 2025. Following discussion, the Board approved the hire as requested.
COUNTY BOARD ITEMS
2025 Ditch Levies & Budgets
Auditor-Recorder-Treasurer Monsrud requested Board approval of a Resolution establishing the 2025 Ditch Levies and Budget, as presented at the January 28, 2025, Highway Committee Meeting. Following discussion, the Board approved the following Resolution: 2025-02-01
RESOLUTION ESTABLISHING 2025 DITCH LEVIES AND BUDGETS
WHEREAS, the Roseau County Board of Commissioners has reviewed and considered budgets for the ditch systems located in Roseau County; and
WHEREAS, the Roseau County Board of Commissioners deems it necessary that the following amounts be levied on ditch systems as stated below.
NOW, THEREFORE BE IT RESOLVED that the County Auditor-Recorder is directed to spread one-year levies on the following ditches for repairs and maintenance for the year 2025:
