SUMMARY PROCEEDINGS OF THE JANUARY 14, 2025 ROSEAU COUNTY BOARD OF COMMISSIONERS MEETING
The Board of Commissioners of Roseau County, Minnesota met in the Courthouse in the City of Roseau on Tuesday, January 14, 2025.
CALL TO ORDER
Board Chair Kermit Jensen called the meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Commissioners present were Kermit Jensen, Glenda Phillipe, Jack Swanson, and Daryl Wicklund. Levi Novacek was absent. Others present were Martha Monsrud, Jeff Pelowski, Joleen Kezar, Rich Gross, Steve Gust, Ericka Halstensgard, and Pam Shaw; while those attending via ZOOM were Kerri Byfuglien, Martin Howes, Karla Langaas, Liz Lund, Cindy Tangen, Mike Trinka, and Sandi Weiland.
APPROVAL OF AGENDA
Auditor-Recorder-Treasurer Monsrud requested the addition of the 2025 Liquor License Applications, and a Gambling Permit request from the Warroad American Legion. The Board approved the amended Agenda.
COMMENTS AND ANNOUNCEMENTS
Commissioner Phillipe commented that Sarah Carling is the new Warroad Community Development Executive Director, and there will be an Open House Reception to welcome her on January 16, 2025. Coordinator Pelowski commented on the Tuesday, January 21, 2025, meeting schedule. Commissioner Swanson commented that the Roseau River Watershed District (RRWD) was awarded the Minnesota State Watershed District of the year.
APPROVE BILLS
The Board approved the payment of bills totaling $1,217,730.74.
In addition, the Board approved a forthwith payment to the Canadian National (CN) Railroad, in the amount of $19,270.67, in conjunction with a County Road Project.
DELEGATIONS/BOARD APPOINTMENTS/PUBLIC COMMENTS - NONE
CONSENT AGENDA
The Board, by adoption of its Consent Agenda, approved the December 26, 2024, Regular Board meeting amended proceedings; approved the January 7, 2025, Regular Board meeting proceedings; approved the Moxie, Inc. Application for Exempt Permit; and, authorized Commissioner Swanson to attend the 2025 National Association of Counties (NACo) Annual Conference.

HSEM – EMERGENCY MANAGEMENT
Oath of Office – HSEM Co-Director Rich Gross
Board Chair Jensen administered the Oath of Office to Co-Director Gross.
2024 County Hazard Mitigation Plan
Emergency Management Co-Director Gross requested Board approval of a Resolution adopting the Roseau County 2024 Hazard Mitigation Plan. As a last step in the process, the Board must adopt the Plan to demonstrate its commitment to implement hazard mitigation strategies for the County. Following discussion, the Board approved the following Resolution:

RESOLUTION TO ADOPT THE ROSEAU COUNTY 2024 HAZARD MITIGATION PLAN
WHEREAS, Roseau County recognizes the threat that natural hazards pose to people and property within Roseau County; and
WHEREAS, Roseau County has prepared a multi-hazard mitigation plan, hereby known as Roseau County 2024 Hazard Mitigation Plan in accordance with federal laws, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended; the National Flood Insurance Act of 1968, as amended; and the National Dam Safety Program Act, as amended; and
WHEREAS, the Roseau County 2024 Hazard Mitigation Plan identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in Roseau County from the impacts of future hazards and disaster: and
WHEREAS, adoption by Roseau County demonstrates its commitment to hazard mitigation and achieving the goals outlined in the Roseau County 2024 Hazard Mitigation Plan.
THEREFORE, BE IT RESOLVED that the Roseau County Board of Commissioners hereby adopts the 2024 Hazard Mitigation Plan as presented.
AUDITOR-RECORDER-TREASURER
2025 Liquor Licenses
Auditor-Recorder-Treasurer Monsrud requested Board approval of the 2025 Liquor Licenses. The licenses would be in effect from February 1, 2025, through January 31, 2026, contingent upon the approval of the State Alcohol and Gambling Enforcement Director. The required documentation has been received, approved, and signed by the County Sheriff and County Attorney. Following discussion, the Board approved the following Resolution:

BE IT FURTHER RESOLVED that said licenses are effective February 1, 2025, through January 31, 2026, and recommends that said licenses be approved by the State Alcohol and Gambling Enforcement Director, if applicable.
Gambling Permit – Warroad American Legion
Auditor-Recorder-Treasurer Monsrud requested Board approval of a Gambling Permit Application, from the Warroad American Legion Post 25, to conduct Bar Bingo and Paddlewheel at Springsteel Resort. Following discussion, the Board approved the Gambling Permit Application as presented.
